Message from the Director

In the previous Centergram, I suggested that workforce development should be
viewed as a broad system that connects schools, business associations, governments, and organizations in the private sector. Thomas Friedman, popular author and New York Times columnist, calls this the flattening of societies. Flat societies are interconnected in what they do both locally and globally.

This foundational view has guided the development of CETE’s vision and mission statements. In practice, the vision and mission statements provide a referent point—or touchstone—for CETE’s various projects. How else could we justify at once being the home of the National Dissemination Center on Career and Technical Education and also implementing a planning model that brings together education leaders, government policy makers, and company executives in the Arab Middle East.

These CETE projects fit together within our broader understanding of workforce development. The context of the projects may be worlds apart, but the fundamental issues of learning and work to achieve a sustainable livelihood remain the same. I invite you to review CETE’s new vision and mission statements and welcome your comments and feedback.

Vision

The Center on Education and Training for Employment aspires to be recognized as the preeminent source of expert assistance and information dedicated to meeting the educational challenges of developing the global workforce.

Mission

The Center on Education and Training for Employment engages with state, national, and international clients, including schools, governments, unions, and public and private organizations to—

a. Generate useful knowledge about workforce learning and performance;
b. Develop and implement workforce development programs, policies, and planning, assessment, and evaluation processes that are informed by research; and,
c. Disseminate the information in ways that will positively influence the actions of educational decision makers, organization leaders, scholars, and practitioners involved in developing the current and future global workforce.

As a university-based research and development center, CETE has access to the foremost authorities on workforce development and related fields to fulfill its mission. The CETE mission is consistent and supportive of the academic and outreach plans of the College of Education and that of Ohio State’s role as a doctoral-research university.

DACUM/SCID Curriculum Services Expand

The DACUM/SCID curriculum services area continues to work with two major clients: Marathon-Ashland and PENNDOT (through Gannett Fleming). We are currently developing about 60 Learning Guides and more than 20 task analyses for Marathon. This year we have conducted 10 DACUM workshops for PENNDOT and have another 10 scheduled.

For the Recreation Vehicle Dealers Association, we have conducted a DACUM workshop on Parts Manager, performed a Task Verification, and conducted a Task Analysis workshop, and are now in the process of developing 34 Learning Guides for them. They have already asked us to address the Service Manager’s job next.

For the West Virginia Department of Health, we recently conducted a DACUM on the Water Plant Operator I position and performed a Task Analysis of that position. We are now underway with the development of 250 test questions for them.

We conducted a DACUM analysis of the job of Home Builders Institute (HBI) instructors; some of the results were already used at their summer conference in New Orleans where several of our PBTT (Preparing Better Teachers for Tomorrow) modules were also used. CETE and OSU instructors were involved in conducting a total of 18 workshops for new and experienced HBI instructors.

Other activities include DACUM workshops in July in Sacramento and Los Angeles and DACUM and SCID workshops in Singapore in August.

Publications

PACE Samples Now Available on Our Website

Program for Acquiring Competence in Entrepreneurship (PACE) is still being used among secondary, postsecondary, adult education programs and other programs offering classes in entrepreneurship education. The Veterans Corporation will now offer these modules online to the families of veterans being deployed across the world and leaving family members behind to run their family businesses. These family members may not have experience in running a business, so these modules will help them find out how to run the business while their spouse has been deployed.

PACE consists of three levels with 21 self-contained student modules in each level. Each module addresses 21 topics, for example, Your Potential as an Entrepreneur, The Nature of Small Business, Business Opportunities, Global Markets, The Business Plan, Help for the Entrepreneur, Types of Ownership, Market Analysis, Location, Pricing Strategy, Financing the Business, Legal Issues, Business Management, Human Resources, Promotion, Selling, Record Keeping, Financial Analysis, Customer Credit, Risk Management, and Operations.

PACE can be ordered in a variety of ways, making it very flexible for instructor use. Career Passports and ICP Folders Still Available

Now that the school year is in full swing, it’s time to start thinking about ordering your Career Passports and Individual Career Plan (ICP) Folders. There has been an increase in prices for both of these items. The Traditional Career Passport now sells for $8 each and the Deluxe Career Passport is now $10.50 each. Colors and other optional features are still available for the Deluxe Career Passports. The Individual Career Plan (ICP) Folders are now $35 for a set of 30 folders. The Career Skills/Occupational Skills and Career Planner/Educational Planner inserts come in pads of 30 for $3 per pad. Quantity discounts apply for large orders.

Focused Futures Workshops
for WIA youth administrators, and youth service providers, presented by LearningWork Connection:

Designing Individual Service Strategies for Youth. This workshop provides information and tools to help plan and develop an Individual Service Strategy that meets the needs of youth in moving toward their personal educational and employment goals. Topics include starting with assets, ensuring high-quality assessment, and case manager preparation.

Providing Follow-Up Services for Youth. Follow-up services for a minimum of 12 months is a required program element for local WIA youth systems. This workshop covers such topics as the primary goals of follow-up services; how follow-up services support youth development; effective principles and practices of follow-up; and how to contract for follow-up services.

Needs Assessment to Be Presented at AEA 2005

Professor Emeritus, Dr. James W. Altschuld will be presenting an overview of needs assessment at this year’s American Evaluation Association (AEA) in October. This year the conference will have an international flavor as the American Evaluation Association and the Canadian Evaluation Society (CES) are joint sponsors. The conference, which will be held in Toronto, Ontario, October 24-30, has as its theme “Crossing Borders, Crossing Boundaries.” For more information on Dr. Altschuld’s presentation, you can contact him at altschuld.1@osu.edu.
