Professional Development Evaluation Framework

The professional development system for Adult Basic and Literacy Education (ABLE) in Ohio has been evolving over the past several years in a process of continuous improvement. Evaluation is an important component of this process. To fully integrate evaluation into the design of the professional development system, the ABLE Evaluation and Design Project at The Ohio State University has collaborated with ABLE professionals throughout the state to develop a conceptual model for evaluating professional development.

The result is the Ohio ABLE Professional Development Evaluation Framework – a multi-tiered model for evaluating satisfaction, learning, behavior, and impact.

ABLE PD Evaluation Framework graphic shaped like a triangle with level 1 at the bottom and level 4 at the top inside the triangle and the words trainer and participant on the bottom outside of the triangle pointing to the word program at the outside top of the triangle

Level 1: Satisfaction
Evaluation of participants’ initial reaction to professional development

Level 2: Learning
Evaluation of the knowledge and skills that participants acquire through professional development

Level 3: Behavior

Level 4: Impact
Evaluation of the effect that professional development has had upon student and program performance
