The professional development system for Adult Basic and Literacy Education (ABLE) in Ohio has been evolving over the past several years in a process of continuous improvement. Evaluation is an important component of this process. To fully integrate evaluation into the design of the professional development system, the ABLE Evaluation and Design Project at The Ohio State University has collaborated with ABLE professionals throughout the state to develop a conceptual model for evaluating professional development.
The result is the Ohio ABLE Professional Development Evaluation Framework – a multi-tiered model for evaluating satisfaction, learning, behavior, and impact.
Level 1: Satisfaction
Evaluation of participants’ initial reaction to professional development
Level 2: Learning
Evaluation of the knowledge and skills that participants acquire through professional development
Level 3: Behavior
Evaluation of participants’ application of knowledge and skills learned acquired through professional development
Level 4: Impact
Evaluation of the effect that professional development has had upon student and program performance
