The HRDeveloper is a set of internationally-recognized standards to identify organization’s commitment to developing its most important resource – its people. The HRDeveloper is based on a synthesis of research and development information that has accumulated on organizational effectiveness. The HRDeveloper standards are organized for ease of understanding and use in a systems framework.

The HRDeveloper serves both a summative and formative function for organizations. In a summative sense, the HRDeveloper serves as a tool to evaluate an organization's current human resource development policies and activities. Following a rigorous audit process, organizations that meet the standards to a sufficient level will be issued a certificate of achievement through the Ohio State University.

In a formative sense, the HRDeveloper serves to identify an organization's areas that require attention for improving their human resource development activities and policies. The HRDeveloper standards guide organization managers in making decisions about which areas require future attention.

There is a growing consensus that organizational effectiveness is based to a large extent on the efforts of its people. Thus, the extent to which organization managers commit resources to its people affects specific organizational outcomes such as product quality and customer service. The HRDeveloper guides organization managers in using best HRD practices, with the expectation that an investment in those practices will provide a demonstrable financial return to the organization.
